It explains that cases of missing persons fall into five main categories. The largest category consists of persons whose fate remains unknown beneath the rubble, estimated at more than 8,100 individuals trapped under the debris of tens of thousands of residential buildings and facilities that were completely destroyed as a result of the unprecedented aerial, ground, and naval bombardment.

The report further notes that the relevant governmental authorities in Gaza have documented the disappearance of more than 250 civilians who went missing while attempting to reach humanitarian aid distribution points or along routes designated for the entry of aid trucks, particularly those managed by the so-called “Gaza Humanitarian Foundation”, which operates through American private security companies.

In addition, more than 350 individuals who crossed the separation fence on 7 October 2023 have remained unaccounted for since that date. According to the competent authorities in Gaza, the Israeli occupation authorities have provided no information regarding their whereabouts or fate.

The report also indicates that official authorities in the Gaza Strip have recorded the loss of contact with more than 800 Palestinians who were arrested either while moving from northern Gaza to the south through military checkpoints or during Israeli ground incursions into the Gaza Strip.

The report reviews the legal framework governing this issue, emphasizing that these practices constitute direct violations of Articles 136, 137, and 140 of the Fourth Geneva Convention, Article 33 of Additional Protocol I, the International Convention for the Protection of All Persons from Enforced Disappearance (2006), and the Rome Statute of the International Criminal Court, which classifies enforced disappearance as a crime against humanity.

Al-Dameer stressed that the obligations of the occupying power extend beyond merely ceasing unlawful acts and include the duty to conduct immediate searches, disclose the fate and whereabouts of missing persons, return human remains to their families, and allow unrestricted access for international organizations and medical teams to all affected areas and sites.

The organization further affirmed that the Israeli occupation authorities bear full responsibility for the fate of these individuals as the occupying power exercising effective control over the Gaza Strip.

The report concludes with a number of urgent legal recommendations and calls, including:

The immediate disclosure of the fate and whereabouts of all missing persons, the release of detainees, and the facilitation of access for rescue teams and forensic experts.

The establishment of a genetic database to assist in the identification of victims and the activation of international investigative mechanisms to ensure accountability for those responsible for these crimes.

The adoption of national legislation guaranteeing the rights of families to know the truth and to obtain appropriate remedies and compensation.

End

03 June 2026 Press Release Al-Dameer Issues Report Entitled: “Missing Palestinians in the Gaza Strip Amid the Genocidal War”
