{"id":794,"date":"2026-09-18T08:46:00","date_gmt":"2026-09-18T08:46:00","guid":{"rendered":"https:\/\/aldameer.org\/en\/?p=794"},"modified":"2026-09-29T08:52:51","modified_gmt":"2026-09-29T08:52:51","slug":"aldameer-association-the-journalists-syndicate-and-the-palestinian-bar-association-organize-a-political-and-legal-seminar-on-security-council-resolution-2803-and-the-establishment-of-the-bo","status":"publish","type":"post","link":"https:\/\/aldameer.org\/en\/?p=794","title":{"rendered":"Aldameer Association, the Journalists\u2019 Syndicate, and the Palestinian Bar Association Organize a Political and Legal Seminar on Security Council Resolution 2803 and the Establishment of the Board of Peace in Gaza"},"content":{"rendered":"<p><strong>18\/09\/2026<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: center;\"><strong>Press News<\/strong><\/p>\n<p style=\"text-align: center;\"><strong>Aldameer Association, the Journalists\u2019 Syndicate, and the Palestinian Bar Association Organize a Political and Legal Seminar on Security Council Resolution 2803 and the Establishment of the Board of Peace in Gaza<\/strong><\/p>\n<p dir=\"ltr\">Gaza \u2013 Aldameer Association for Human Rights \u2013 Gaza, the Palestinian Journalists\u2019 Syndicate, and the Palestinian Bar Association organized on Thursday, 17 September 2026, a political and legal seminar entitled \u201cResolution 2803 and the Establishment of the Board of Peace in Gaza: A Legal and Political Reading in Light of International Legitimacy and the Right to Self-Determination,\u201d at the Media Solidarity Center in the Al-Mawasi area of Khan Younis, with the participation of a number of lawyers, media professionals, and those interested in legal and political affairs.<\/p>\n<p dir=\"ltr\">The seminar addressed Resolution 2803 and the nature of the Board of Peace established pursuant to it, as well as the implications of the resolution for the Gaza Strip, particularly in terms of international legitimacy, the right of the Palestinian people to self-determination, and the nature of the proposed administration of the Strip, in addition to the political and legal dimensions arising from the resolution.<\/p>\n<p dir=\"ltr\">The seminar opened with a speech by Dr. Tahseen Al-Astal, Deputy Head of the Palestinian Journalists\u2019 Syndicate, who welcomed the attendees and emphasized that the workshop comes under the title of a legal and political reading in light of international legitimacy and the right to self-determination. He stated that the title of the workshop did not come out of nowhere, but rather from reality and from addressing many questions: What does Resolution 2803 mean and what is its nature in Gaza? From a journalistic perspective, the Palestinian journalist stands with the Palestinian people, and many United Nations resolutions concerning Palestine have not been implemented. Amid the war, genocide, and destruction of the Strip, Resolution 2803 was issued after the ceasefire, when the U.S. President said that not a single shell would be fired at Gaza. Nine months passed, and thousands of shells were fired. Despite the declaration of a ceasefire, civilians and infrastructure were targeted, and control was imposed over a large part of the Strip.<\/p>\n<p dir=\"ltr\">Al-Astal added that, as media professionals, they see that this resolution will be added to dozens of resolutions, and that the latest resolution will delay the Palestinian people\u2019s right to self-determination and link self-determination to political procedures and reforms, without defining or knowing the nature of the political reform. The reform they mean is not the reform understood by the world. We understand reform to mean applying laws, eliminating double standards, and enforcing the law, but what Israel and America want by reform means changing the curricula, changing the Palestinian identity, and recognizing the Jewish character of the state. This is not reform, but rather surrender to the Zionist movement.<\/p>\n<p dir=\"ltr\">\n<p dir=\"ltr\">He continued: \u201cWe at the Journalists\u2019 Syndicate call for the necessity of calling things by their proper names. What is reform and what is its true nature, and what does handing over weapons mean? We affirm that there are decisions dating back 80 years that have not been implemented, and no decision has been enforced. The Security Council is incapable of providing a dignified life for the Palestinian people. Can we therefore trust the United Nations with determining our future?\u201d<\/p>\n<p dir=\"ltr\">For his part, Mr. Iyad Safi, Member of the Central Committee of the Fatah Movement, spoke, saying: \u201cWhen we talk about the resolution, we cannot speak in isolation from the pain and suffering resulting from what has happened in the Gaza Strip after 7 October.\u201d<\/p>\n<p dir=\"ltr\">He added: \u201cThis war came to achieve the objectives of the far right and to end the Palestinian cause. The occupation took advantage of the opportunity to kill and displace the Palestinian people. During the war, the Israeli occupation demolished, razed, and occupied more than 70% of the area of the Gaza Strip and exercised near-total control over the remaining 30% through daily killing and targeting.\u201d<\/p>\n<p dir=\"ltr\">Safi said that returning the Gaza Strip to international trusteeship through the resolution is an American will, not a Security Council decision. Trump spoke about many plans for Gaza, and this resolution came to adopt the American initiative. The dangerous aspect of the matter is that, as Palestinians, we have come under American trusteeship, and that the Board of Peace is the one that governs. Accordingly, they want you dead, displaced, or a worker, and it is not possible to speak of any rights of the Palestinian people. This is therefore the form that is intended for us and for which the Board of Peace was established. The question, as Palestinians, is: Why did you agree? Because this was the only option after the genocidal war and the destruction of all means of life, and in order to stop the genocidal war and prevent displacement, it was agreed to. We believe that the priority is to preserve the presence of our people on their land and to defeat the displacement plan, because without a citizen remaining on his land, we cannot speak of a Palestinian cause. Stopping the bloodshed and ensuring the survival of our people is a priority; preventing displacement is a priority, more important than partisan achievements. We agreed to the High Commissioner, and we agreed to the killing, destruction, and displacement and to giving our people a new chance at life.\u201d<\/p>\n<p dir=\"ltr\">Regarding elections, Safi said: \u201cElections come in light of the existing reality, specifically after 7 October, and not within the framework of governance. What happened deserves major national reviews and requires reflection. Elections are an expression and embodiment of the will of the people.\u201d<\/p>\n<p dir=\"ltr\">For his part, Mr. Ziad Al-Najjar, Secretary of the Palestinian Bar Association, presented a legal reading of the resolution, explaining that Resolution 2803 came as a legal cover for the 20 provisions of the plan put forward by U.S. President Trump, emphasizing that the Security Council resolution
