Among them were (4 patients), including one woman, and (2 companions), including one woman, as well as (1 person) who was travelling abroad to continue his education. Four of them were arrested at the Rafah Land Crossing and three at the Kerem Shalom Crossing, under circumstances that, in some cases, remain shrouded in uncertainty regarding their places of detention, fate, and reasons for arrest.

On Tuesday, 20 October 2026, Israeli occupation forces stationed at the Rafah Land Crossing, which separates the Gaza Strip from the Arab Republic of Egypt, arrested Ms. Amal Ghazi Mohammed Al-Rifi (60 years old) and her daughter, Ms. Yasmin Refaat Mohammed Al-Rifi (33 years old). Ms. Amal, who suffers from breast and lung cancer, had been receiving treatment in the Arab Republic of Egypt, and her daughter, Yasmin, had accompanied her throughout the treatment period. Their place of detention and fate remain unknown as of the issuance of this statement.

Previously, on 2 October 2026, Israeli occupation forces arrested citizen Mohammed Jihad Musa Al-Shorbaji (24 years old), a resident of Al-Nuseirat Camp in the central Gaza Strip, while he was returning from Egyptian territory through the Rafah Land Crossing following a medical treatment trip.

The occupation forces also arrested citizen Mohammed Yousef Abdel Hamid Othman (40 years old), from Jabalia Camp in the northern Gaza Strip, on 22 March 2026, while he was returning to the Strip through the Rafah Crossing. Othman had been accompanying his ill brother, who had left Gaza in 2023 to receive medical treatment in Egypt. On 1 June 2026, the occupation forces also arrested citizen Mahmoud Talal Khalil Al-Najjar (38 years old) upon his arrival at the Kerem Shalom Crossing while he was attempting to leave the Gaza Strip for Italy to continue his studies at the University of Rome Tor Vergata, after completing the coordination procedures and obtaining the necessary travel approvals.

Furthermore, on 8 July 2026, the occupation forces arrested citizens Anas Mohammed Abdel Rahman Al-Hajj and Osama Ayed Mohammed Al-Arja while they were returning to the Gaza Strip through the Kerem Shalom Crossing. It is worth noting that Al-Arja was returning from Jordan accompanied by his sick child following a medical treatment trip that had lasted several months.

Al-Dameer Association for Human Rights considers these cases a source of serious concern, particularly when arrests take place after an individual has been permitted to travel or after their name has been included on lists of people returning to the Strip. Obtaining prior approval to cross must not become a means of trapping individuals or subjecting them to detention without clear legal safeguards. These arrests also violate the terms agreed upon in the ceasefire agreement.

Al-Dameer Association for Human Rights stresses the right of Palestinians to return, travel, and move freely, as guaranteed by international instruments and conventions that protect freedom of movement. The Association calls upon:

The international community, mediators, and guarantor parties to the ceasefire agreement to assume their legal and humanitarian responsibilities and work urgently to ensure respect for the rights of Palestinian civilians at the crossings and to halt arbitrary arrests of travellers and returnees to the Gaza Strip.

To enable the International Committee of the Red Cross to access detainees and verify their conditions and places of detention, ensuring their protection from ill-treatment and clarifying their fate in order to prevent the crime of enforced disappearance.

End

Al-Dameer Association for Human Rights –
