aldameer : Escalating Targeting of Civilians in Gaza Reveals a Policy of Systematic Killing and Impunity

The Al-Dameer Association for Human Rights reports that Israeli occupation forces continue to commit systematic violations against Palestinian civilians in the Gaza Strip, as an extension of a policy of deliberate killing and targeting of the civilian population, despite the announcement of a ceasefire in October 2025.

Over the past 48 hours, Israeli occupation forces have carried out a series of intense attacks resulting in the killing of ten civilians, including five members of the Palestinian Civil Police and two children. These incidents reflect a pattern of deliberate infliction of maximum harm and casualties among the civilian population.

In a new crime, on Saturday, 23/05/2026, Israeli occupation forces targeted a Palestinian Civil Police post in the Al-Tawam area – Roundabout 17, northwest of Gaza City. The attack resulted in the killing of five Civil Police officers and one child. The victims are:

Rami Mohammed Ahmad Al-Hanawi (35)
Abdel Hadi Zahdi Awad Jarbour (30)
Hani Hamdi Ibrahim Al-Madhoun (25)
Salem Adel Dawoud Haniyeh (27)
The child Saber Abdel Rahman Jarbour (12)

On the same day, Israeli occupation forces stationed in the so-called “yellow zone” east of Al-Bureij refugee camp in the central governorate opened fire at civilian Mohammed Tawfiq Awad Ramadan (36), striking him with a fatal bullet, which led to his immediate death.

Additionally, in the early hours of Sunday, 24/05/2026, Israeli occupation forces bombed an apartment belonging to the Abu Malouh family in Al-Nuseirat refugee camp in the central governorate, killing Mohammed Ibrahim Mohammed Abu Malouh (38), his wife Alaa Majdi Zaqlan (32), and their child Osama Mohammed Ibrahim Abu Malouh.

The Al-Dameer Association for Human Rights affirms that the continued targeting of civilians and members of the Civil Police—who perform civilian duties related to maintaining public order and providing services to citizens—constitutes a grave violation of the provisions of international humanitarian law and the Geneva Conventions, which prohibit the targeting of civilians and civilian objects and criminalize indiscriminate and disproportionate attacks.

The organization further stresses that the persistence of these crimes amid the absence of international accountability encourages the occupying forces to continue their violations against the civilian population in the Gaza Strip and entrenches a culture of impunity.

The Al-Dameer Association for Human Rights calls upon the international community, the United Nations, the Security Council, and the High Contracting Parties to the Geneva Conventions to assume their legal and moral responsibilities and to take immediate and serious action to stop the occupation’s crimes against Palestinian civilians, and to ensure that perpetrators are held accountable under international law.
